"Convert All Categories" likely should be removed

Early feedback shows at least one person "Convert All Categories" making all of their categories disappear.  http://comox.textdrive.com/pipermail/wp-testers/2007-September/005227.html

I don't understand the scenario where this button would often be used. I think maybe it would make a better plugin or something.
