could we autocorrect broken utf-8 characters?

though, rather than having a screen to fix things up, it would be neat if WP automatically detected the broken characters and updated the posts

Oh man oh man, what a handy plugin. I run into this problem ALL the time when dealing with database import / exports.

Good idea.

Not sure this is core material - it should be a one time action.

We wouldn't want to do this at upgrade time as there could be a lot of posts to check.

Imo, this is core material. upgrades should occur seemlessly, and this ticket might be indirectly related to a couple of other recent tickets that are related to charsets.
