Post slug is set when draft is saved, not when published

Description

When you save a draft, or click "Advanced Editing" (which saves a draft), the post slug is set, based on the title at that point. If the title is then changed, and the post is published, the post slug remains what it was before. I see no reason we can't wait until the post is published before setting the slug. There's no URI to break... it's a draft.
