FWIW/FYI: I've added this and Staines' to my Plugin page on Codex and, for future interest, included the one I'm using, from http://extjswordpress.net

In what way is this fixed?

Plugin has been updated to 2.5, hopefully making future implementation much easier.

bryan868, please leave setting the milestone to the core contributors. If you write a persuasive argument, provide a patch, it is more likely to influence, but so far this idea hasn't gained traction -- it seems some love it and some hate the idea.
Oh, additionally, I think there were concerns about support for all browsers.

+1. I'm working on a simple plugin based on 2.7, which could possibly be incorporated - 2.7 is more than half-way there already.

The new crazyhose/hemerage design does not have the top menus and does have one drop down list, but none the less I see this is invalid to the new design. Or as the last post plug in territory.

Yes, please. I'm also partial to Andy Staines' Admin Drop-Down Menus, myself.
The reduction in clicks necessary to reach sub-menu items is impressive and very necessary, IMHO. I find myself getting infuriated when I have to interact with WP installations sans drop-downs.
Both plugins fail gracefully when JS isn't present as well, IIRC.
