Timezone dropdown missing zones

Description
The new timezone dropdown in general options restricts to half hour increments of timezone offset.
There are at least two locales who use offsets outside these increments.
- Nepal +0545 - http://www.timeanddate.com/worldclock/city.html?n=117
- Chatham Islands (New Zealand) +1245 and +1345 - http://www.timeanddate.com/worldclock/city.html?n=63
