HTML Comments in posts are mangled

Description

In WordPress 1.2.1, when a post contains a multiline HTML comment, the comment tags are mangled and destroyed.

This prevents inclusion of certain types of data within posts. For example, Creative Commons machine readable licenses are mangled.
