IXR 0.71 loses timezone support (once again)

Description

IXR 0.71 as introduced in  http://trac.wordpress.org/changeset/8376 won't parse the ISO8610 time zone. This hasn't been benefitial in the past:  http://trac.wordpress.org/changeset/3279.

I suspect that this would break cross-time zone XML-RPC posting once again.
