Cannot make NEW post as another author, despite input field to do so [w/ patch]

The Advanced version of post.php presents appropriately leveled authors the option to make a new post as another author. However, the value for the field is never taken into consideration and the post is always assigned to the true author. (The "Post author" field is currently only taken into consideration when a post is being edited.)
