Active plugins table rows are not highlighted

Description

It seems that under IE, TH/TD's do no inherit the parent TR's background colour.

See patch. (Note: Doesn't bump script-loader)

Seems to me that the .plugins .togl right border colour is useless too.. considering its the rightmost table cell at all times.
