Add a filter to the post states list

Description

When viewing a list of posts or pages from the Posts->Edit and Pages->Edit menus, posts which are private, in draft, or password protected have their state displayed next to the title (see attached screenie).

It would be great to have a filter on this list so plugins which add custom post states can display the states here.
