Incoming Links widget doesn't save RSS feed URL

The RSS feed URL in the Incoming Links dashboard widget isn't saved when you try and change it from the 'Configure' link.

It's the same problem as #8097 had with the two options on there.

Additionally, (I know this should be a separate ticket but it's only minor so I'll whack it in here) the "How many items would you like to display?" option has no effect above 10 as the default feed URL has the num parameter set to 10.
