Theme Updates; Make them more obvious

Description

This ticket superceedes #8661

At current, Theres very little visual indication that theres updates available for themes, Indeed when on the themes page, its still easy to miss the update paragraph.

Perhaps something could be done?

One method i thought was to add a line to the "Right Now" dashboard item "You have 3 Plugin updates and 1 Theme update waiting.."

I agree with your idea. It would be perfect if the line would be in the "Right Now" item as you said.

This has been addressed by the GUU supporting themes and being moved the the Dashboard tab.
