Dashboard: Introduce a "Try Gutenberg" callout.

To encourage more people to try Gutenberg, this new Dashboard box allows site users to easily install and try out Gutenberg.

Props pento, melchoyce, joen, karmatosed, joemcgill, SergeyBiryukov, jorbin.

Fixes #41316.
