Bundled Themes: Bump version numbers and update changelogs for 4.9.6 release

Also, updates POT files for Twenty Ten and Twenty Eleven.

Props earnjam, laurelfulford.
Merges [43293] to the 4.9 branch.
Fixes #43915.
