Build/Test Tools: Remove matchdep as a dependency.

matchdep was introduced in [25243] to more easily manage grunt-* dependencies. The package has effectively been abandoned upstream, and the functionality can be replaced with a simple loop.

Props desrosj, spacedmonkey, swissspidy.
