Toolbar: Match hover state to focus state.

Follow up to [63009]. The original commit strengthened the focus state in the admin toolbar, but didn't change the hover state. This created a mismatch in behavior where the admin toolbar behaved differently from the primary admin menu, which has a shared hover and focus state.

Apply the focus state to the hover condition as well, so that the behavior matches the admin sidebar.
