Build/Test Tools: Pin Gutenberg 24.0.0 for E2E tests in 6.9.

Use Gutenberg 24.0.0 for the 6.9 branch's E2E tests. Gutenberg 24.1.0 requires WordPress 7.0 and fails to install on 6.9, preventing the tests from running.
