Build/Test Tools: Raise the maximum PHP version for PHPStan.

The tests/phpstan/base.neon file currently defines 80500 for phpVersion.max. Since WordPress 7.2 aims to be compatible with PHP 8.6 due out later this month, this is now set to 80600.

This also updates the phpstan/phpstan dependency's pinned version from 2.3.4 to 2.3.5.

See #65817.
