CSS tweaks for plugin page

Attached patch does two things:

• makes updates more obvious for inactive plugins (and active plugins)
• saturates the link colors (using the same hue as the normal link) for inactive plugins

Didn't do the other color scheme, pending feedback.

<azaozz> ddebernardy: yeah, can desaturate it even a bit more.. The main complaint about the update available notice was that it's not clear whether it's for the top plugin or the bottom one. So the notice has to be fully inside the plugin's row, adding border breaks that..

DD32 seemed to like it too. The new patch does the same for the other color scheme, and fixes the colors for the "upgrade needed" table as a bonus.

refreshed the patch against r11531, which deals with most of the issues raised.
