Heh, there are some patches from several years ago.

The behaviour (and the code) there was changed. Now it moves the newly added category together with all parents at the top of the list and reloads the whole drop-down in Add New Category rather than using JS. This also fixes the script timeouts on page load for blogs with thousands of categories.
