Page doesn't cache when switching from PHP to HTML

Description

I noticed Wordpress 2.8.1 allows users to link to index.html files from within their Wordpress directory. However, when switching to HTML from PHP, the page flashes white for a split second while it loads the CSS. I like that this feature was added to 2.8.1 but I'd like transitions to HTML files to be seamless. Thanks

WordPress 2.8.1 includes no extra functionality related to static HTML files that i'm aware of.. WordPress itself doesnt have any inbuild caching anymore either..
