Empty mt_keywords value is not respected

Description

When editing an existing post that has tags set, setting mt_keywords to "" should clear the tags. This doesn't seem to happen though; if mt_keywords is "" the tags remain unchanged. (Reproed on WordPress.com using Windows Live Writer)
