HTML Tags should be stripped from title attribute from anchor tag

Description
When HTML tags are added to the title of a post, these tags get carried through to the 'title' attribute of the link. This causes the XHTML validation to fail. These tags should be stripped out the same way they are being stripped out for the RSS generation.

This bug has been fixed in the latest CVS with my patch from WP-PatchDay.
