Page Attributes capability should come with ability to create or edit pages

By default only Administrators have access to the "Attributes" panel on the Page Edit form. (Attributes panel includes Page parent, template, and order.) In my opinion, users with the capability to publish pages (or if that's too lenient, the capability to edit others' pages or something similar) should have the ability to create child pages; that is, to choose a parent page for the current page.

I installed the Capability Manager plugin to try to add this ability to some users. It turns out even users with all capabilities related to Pages still cannot access this panel. This capability is only available with the "Manage options" capability, which is granting too much power to someone just so they can create child pages.

This might seem silly, but it is probably restricted to admin for the menu order part.
