Add Comment enable/disable to the Bulk Actions menu on Edit Posts

Since we have that handy Bulk Actions menu there, it'd be nice if we could do things like enable/disable comments on all checked posts (it's pretty tedious to do it, even via Quick Edit).

If I get a chance I'll whip up a patch to handle it, but wanted to float it here to see if anyone else was interested in it?

With Bulk Edit it takes two more clicks but you can change several things at once like disable both comments and pings at the same time, etc.

The way to speed it up is to show more posts on the screen (from Screen Options).
