"Submit for Draft" write screen is confusing

When you allow newly registered users to submit posts for review, it isn't obvious what they should click to submit a draft for approval. There is "Save as Draft" and "Save as Private."

Perhaps "Save as Draft" should be "Submit Draft for Approval" and be bolded.

Perhaps we should only give them one option. We could deny Contributors the ability to save as private.

Resolving as fixed due to changes in the admin screen since this bug was submitted. The buttons now say 'Save and Continue Editing' and 'Save' which are much clearer.
