Description
Should there be a differentiation between recently active plugins and those inactive for a while? If so, that's not what's happening.

personally, i dont think so.
Recently active is a subset of inactive, A recently active plugin is a inactive plugin..
If you deactivate Plugin X, you'd then expect to find it under inactive, recently active is just a helper to find it faster.. IMO
