Sort Newest Plugins list by plugin publish time, not hosting approval time

Description

Currently Newest Plugins list is sorted by date/time when plugin hosting request was approved. This assumes that plugin author will write plugin first, and then send hosting request and upload finished plugin to svn.

When someone wants to reserve plugin name first and then develop it, it may not be published on Newest Plugins list at all, if development will take few days or more.

Therefore I suggest to change order for Newest Plugins list - it should be sorted by date/time when plugin was uploaded to the svn for the first time. With this change everyone will have equal chance do get attention when his/her plugin is on Newest Plugins list.

I support this ideea, with the condition that plugins that have no activity for 30 days, before being released, should be removed automatically.

This is to avoid a land rush for plugin names.

I've fixed the code, so the times should be correct for new plugins. I'll go back and backfill all plugins shortly.
