Maybe it's just me, but... I think it made a lot more sense before the switch.

I think it makes much more sense as Appearance.

The items under the menu affect the Appearance of the WordPress install, Its not the same as Plugins, As everything related to Plugins, Posts everything is related to a post. The appearance menu has Theme settings and Widgets, Those make it more than just "Themes" they may it "Appearance"

Punting this back to 2.9, too, since it was related to #10738. If it doesn't get done in 2.9, this should get closed as wontfix instead of cluttering the ticketing system.

Another way to look at it is, It applies to the Appearance of the Site, Themes and Widgets affect the appearance of the site.

The change was because in testing a lot of people didn't know where to go for widgets, which most regular people don't think of as theme-dependent. I vote for not changing anything around this in 2.9, since we pushed the general nav/header touch-ups to 3.0 since menus will need to be touched then for the merge anyway. Let's not go changing menus with every release... it screws up all the documentation.
