Don't send moderation emails when unapproving or unspamming a comment

Description

At the moment, moderation emails are sent when a comment is unapproved or removed from the spam. This should not be the case; by changing a comment's status the user has taken a moderating action on the comment and is aware of it. He doesn't need to be told about it by email.

Moderation emails should only be sent for new comments.

there also is a ticket somewhere that discussed this extensively, and the objection that was raised, if memory serves, was along the lines of "if there are two comment moderators, the other moderator might want to get the email nonetheless"

Well at the very least, don't send the email to the user who did the moderating.

The patch is partially related - the post author shouldn't get e-mail notifications about untrashing or unspamming a comment as well - but from what I can tell, the moderation e-mails problem has been already fixed
