Make Spam red, like Trash / Delete Permanently

Description

Spam is (at least) as destructive as Trash. It should also be red. This warns users that it is destructive, and will hopefully reduce unwanted clicks on Spam as well as improving UI consistency.

spam count is colored red on the main page of the dashboard
(Arguably, it should not be red on the main page of the dashboard... but that is a discussion for another day)

Sure, why not? Before 3.0 I'd like to test it and see how it's affecting people. Maybe also move the destructive actions over a little to separate them out a bit to prevent accidental clicks?

(In [12335]) Spam links are just as destructive as trash (more so, actually, since they deprecate the comment). Now they are also colored red, like trash. props caesarsgrunt. fixes #11304
