Can't use File Editor to edit files outside your WP install path

Description
The file editor in WP allows you to edit any file but it uses the WP install path as the base. If you have installed your blog and the admin files in separate directories this can prevent you from editing top level files.
ie
blog -> example.com
install -> example.com/wp/
then editing /index.php would be example.com/wp/index.php.
Note the world's biggest issue but a handcoded example.com/about.php would not editable.

Restriction makes sense from a security standpoint.
