"Rotate Image" buttons not displayed

Description
Since 2.9, we already have the option to flip images vertically and horizontally.
We should also have the ability to rotate them arbitrarily.

Hm... on my live site, the Rotate Image buttons are there, but on localhost they're not.
I have the GD library installed on both.
