Clearing tags in Quick Edit not working

Description

When in quick edit mode, if you clear all of the tags for a post the change isn't saved. If you enter a space in the field and save, the tags will be cleared.

Duplicate: #12318. Closing this one even though it was opened first because I think the patch there happens to address it better. Feel free to weigh in over there.
