I can't find 2.9.1 at the tags:

I also can't find the revision log of 2.9.1 in order to view the changes:

Doesn't look like the tag was created yet. The 2.9.2 milestone in Trac hasn't been created either.
Nothing has been committed to the 2.9 branch since the 2.9.1 bump so you can use that to compare:
