remove_tinymce_media_button() unconditionally removes TinyMCE's Media button

if a user can publish unfiltered HTML, he should still be able to use it.

or maybe we want to get rid of it entirely?

Actually, this is for setting an option under the Site admin -> Options page as to how may different media buttons to show. by default, it just shows one general one, the other ones can be enabled with a checkbox.

Still needs to be determined if the option is staying or not. I vote it does. People use it, because not all site owners want all the media buttons shown on member blogs.

In MU/multisite, users do not have unfiltered HTML. That cap isn't added to new blogs/sites.
