Up to r12672 plugin/theme update notifications work.

Starting with r12673 they do not appear any more.

Seen on two different setups.

Is this something expected during this phase of the merge, or was it unintentional?

unintentional.

Now that you mention it, I saw exactly the same thing.. I just put it down to the fact the transient had expired, and the update check hadnt run again.

(In [12684]) Don't delete site transient if it doesn't have a timeout set. fixes #11844
