Add query string style API to wp_get_links()

Description

wp_get_links() currently accepts a link category id as an argument. Let's extend it to optionally accept a query string API that will interface over get_links(). I'm tired of seeing this in the forums:

get_links(-1, , '< b r / >', , , , , ...) Blah.

Instead:

wp_get_links('show_description=0');

If a category id is given instead of a query string, the old behavior is preserved.

This is great. And to add to the workload, will this functionality be extended to wp_get_linksbyname?

Yeah, we can add it to wp_get_linksbyname() too.
