Is there any reason, why we can't customize the update services on WPMU and now on Multisite?

What do you thing, if it's allowed on Multisite.

For example we can add UPDATE_SERVICES like POST_BY_EMAIL.

I'm re-opening this as I am worried about the growth in defines in 3.0

I think we can have a more elegant solution for this and other places.

Idea:
Options like UPDATE_SERVICES, POST_BY_EMAIL or WP_POST_REVISIONS could be also placed under Site Options, so that a site admin can change the option also under Edit Site, its more customizable.

(In [13413]) Disable update service editing by default for multisite. See #12229.
Introduce return_false for simple filtering. See #12381.
