WP.org Profiles - Replies notices duplicate Created notices

Description

I've been observing this bug for a while: when you start a new topic on the forums, the WP.org Profiles area creates both the Replied and Started notifications.

For example:

  • Replied to a topic in the WP.org support forums, [Plugin: WP Super Cache] Rejected User Agent parsing flawed
  • Started a new topic in the WP.org support forums, [Plugin: WP Super Cache] Rejected User Agent parsing flawed

The solution is obviously not to created Replied for topic creations and only create them for... well replies.
