Editing comments use "now" as the timestamp

Description
When editing a comment, one has the option to adjust the timestamp. The timestamp, however, defaults to "right now," instead of the existing timestamp. This makes it difficult to adjust the timestamp relative to its old value (when one, for example, needs to adjust dozens of comments to account for daylight saving time, since WordPress fails to do it automatically).
