Theme search/feature filter should be more integrated

Right now the Install Themes screen has a search and a feature filter. You would expect the feature filter to be a search narrowing tool, but it actually just performs a search for the tags selected. It was supposed to be an advanced search sort of thing, not two separate searches. Somehow I never noticed that it was that way.

We should change it so the feature filter link comes after the search box, and the submit button is on the line below, so if the filter link is clicked, the expanded layer is still above the submit button, so the search could be done on keyword + tag.
