New Child Themes article in Codex, to be linked from the Grand Unified Upgrader

Now that the Grand Unified Upgrader recommends using child themes for modifications, I thought it was time we added a Child Themes article to the Codex.

Here’s the first draft:

The attached patch changes the link in upgrade-core.php to point the the above article.

Feel free to edit and improve the article. It needs some work for clarity and brevity (the draft turned out longer than I expected), but I believe it will be fine by the time WP 3.0 is out.

I also moved the codex link to inside the translation, as some translators may wish to replace that with a link to a corresponding localized codex page.

It's good to make the link translatable so they can translate the codex page and link to the translation.

Usually we do it as a separate translation with a context comment - well I do anyway makes it translatable but translators only have to worry about it if they translate the linked article.

(In [13972]) Make the link a seperate translation so people only have to translate it if they really want to. See #12787.
