Description
As WP_ALLOW_MULTISITE must be defined on wp-config.php before creating a Network, many users will be unaware about how to start using this feature.
I think the basics about Networks should be on the first Options page available (just pointing about how to enable it; or to the Network page on Tools).
It's just a suggest, so feel free to improve/suggest/bury it

No, we very specifically debated this weeks ago and decided *nothing* about Network should appear in the UI of WP without that config change. Closing as wontfix. In a future version when we've improved the multisite experience to the level of being consistent with the rest of the WP experience, then we'll bring it in and make it easier to access.
