If you want to edit a comment, you can go to this page: http://shdus.x10hosting.com/wp/wp-admin/edit-comments.php

It is nice that you can edit them, but I would like to suggest that the visual editor be implemented in comments, just like it is by posts.

I don't agree, the visual editor is extremely resource hungry, and comment editing needs to be fast so you can moderate and edit as many as possible at the shortest amount of time.

Adding a javascript monster to that is just unnecessary.

I'm with hinifb, this is not necessary for core. Site owners generally only edit comments if they want to do things like edit typos or remove self-promoting links. Adding a visual editor is like suggesting that site owners that they should be formatting someone else's content. This remains plugin material for now, closing as wontfix.
