Admin Search has issues with apostrophes

When logged in to the Admin section, if you attempt to search for a post with an apostrophe in the title (ie. "Never thought I'd use that"), the post is not found. However, when searching for "Never thought" the post appropriately appears.

The title becomes encode, so an apostrophe would become ' encoding the search query the same as the title may fix this problem.

I am unable to replicate this problem in either 2.9.2 or 3.0, can you confirm on a fresh install or with plugins disabled?

Closing as worksforme in 3.0. Created post as Never thought I'd use that, searched for Never thought I'd use that in both external and admin search, post appears both times.

Re-open with reproduction steps if this is still an issue.
