Blockquote button inserts extra newlines

Description
The editing button used for inserting "blockquote" tags into an entry has started inserting two newlines each before and after the blockquote. It didn't do this in 1.5.

Closing INVALID, assuming this was done on purpose and no update to the ticket in a year.

I removed the newlines from the blockquote quicktag - buuut... it looks as if this was added purposefully. It didn't have these newlines in wp1.5, so someone has added them in. I personally don't like the line breaks - so Im keepin' the patch no matter what :)
