On which page are you setting the name? ms-options.php? network.php? I could not reproduce when setting and retrieving the name via ms-options.php.

How was this handled in MU?

I'd prefer to see the function expect unslashed data myself, Opinions?

I believe the slash was added to the site name (ie. same behavior as described in this ticket).

(In [14845]) stripslashes() the site name before passing to populate_network(), not in it. We should always expect unslashed data. reverts [14754]. fixes #13448
