As put forward by the UI group - remove gradients from screen options tabs to fit better with the new header.

Not sure if this needs to be reopened but I am still getting a 404 error for the
screen-options-left.gif
image.

From what I can tell, that file is no longer used by core (and was removed in r14774 due to this).
