Add welcome text to new install dashboard

Description

This (attached image) is what you see when you install Thunderbird and set it up the first time. I think it would be a good idea to have something like this in the WP application to let people know their rights under the license and reinforce that WordPress is open source, not just some program their consultant set up for them. It could be a dashboard module that is on by default when you first do an install, with a nice 'dismiss' button to hide it, or a dismissable popup or whatever. I'm leaning toward dashboard module, so that if they want to see it again later to follow a link or something, they can find it easily. We could combine it with some welcoming text that prompts them to use the screen options and help tabs, too.
